FAJRINTERIORS

Villa renovation in District One — approved before it is built.

In District One, villa alterations need a community NOC first, requested through the community app, then a Dubai Municipality permit, and a completion inspection before the security deposit comes back. Minor and major works both go to community management. Fajr Interiors designed Villa 389 here: a 5,000 sq ft villa, drawn over 10 weeks and built by others.

Approvals · District One

The District One approval route, in six steps.

Community management reviews a District One villa alteration first and issues the NOC; Dubai Municipality then issues the building permit. Nothing starts on site until community management confirms the authority consents in writing.1

  1. Step 01 / 06

Check the scope against the District One guidelines

    Issued by
Fajr Interiors, at the site survey
    Where
    Your villa
    You receive
A scope, as-built drawings and the split into minor and major works
    What to know

The alterations policy lists minor works, such as colour, paving, softscape and sanitaryware changes, and major works, such as walls, footprint extensions, MEP, pools and pergolas. Both need community approval.1

  2. Step 02 / 06

Register the consultant and request drawings

    Issued by
    Community management
    Where
Service Provider/Contractor Registration form; drawings and forms request
    You receive
The consultant on record and the villa’s drawings
    What to know

The owner authorises the consultant or contractor on the registration form, and the consultant requests the villa’s drawings and forms from community management.1

  3. Step 03 / 06

    Community NOC

    Issued by
    Dubai Holding Community Management
    Where
    The community app
    You receive
    Written approval, with any conditions
    What to know

Requests go in with plans, specifications and fees.2 The policy aims to reply within 20 business days and can appoint reviewing consultants at the applicant’s cost.1

  4. Step 04 / 06

    Dubai Municipality permit

    Issued by
    Dubai Municipality; the consultant applies
    You receive
The building permit for the modifications or additions
    What to know

The guidelines say the NOC is issued for the owner to obtain DM approval, and the consultant revises the affection plan and building permit at Dubai Municipality.1 Dubai Municipality lists the service as a Permit to Make Modifications or Additions to Buildings.6

  5. Step 05 / 06

    Access permit and entry passes

    Issued by
    Dubai Holding Community Management
    Where
    Community Facilities Management office
    You receive
An access permit and a temporary vehicle access pass
    What to know

Work starts only once community management confirms in writing that the authority consents are in place.1 Contractors then need entry permits issued by DHCM.2

  6. Step 06 / 06

    Completion, then the deposit

    Issued by
    Community management, then Dubai Municipality
    Where
The villa, on inspection; Dubai Municipality services
    You receive
Inspection approval, the building completion certificate and the deposit refund
    What to know

The applicant requests the inspection on completion. The refund is claimed within one month of approval or the deposit is forfeited, and damage to common areas is deducted.1 Dubai Municipality issues completion certificates for modification permits.6

The District One guidelines were written when Meydan Sobha developed the community and District One Community Management ran it.1 Dubai Holding Community Management now lists District One in its portfolio,4 and its October 2026 rules send every modification request through the community app.2 We confirm which forms and fees apply at the first submission.

The permit here sits with Dubai Municipality. The guidelines’ process chart names “DM approval”, and the consultant revises the affection plan and the building permit there.1

Approved major works must be finished within six months, or sooner if the authority approvals expire.2 On a phased whole-villa renovation we plan the submissions so that each phase sits inside a live approval.

Documents

What goes into a District One submission.

The District One alterations policy sets out the owner’s documents, the drawing set and the forms. We prepare the set from one survey.1

Drawings and samples, prepared by our team for the submission

You provide

  • Copy of the SPA or title deed1
  • Owner’s passport copy1
  • For a leased villa: the tenancy contract and the owner’s NOC to the tenant1

We prepare

  • Full description, method statement and programme of works1
  • Three drawing sets and a soft copy, signed by the owner and the architect1
  • Levels, areas, materials and renders, checked against the design guidelines1
  • Confirmation of any impact on common areas1

Registration and insurance

  • Service Provider/Contractor Registration form1
  • Drawings and forms request to community management1
  • Contractor’s all-risk insurance1
  • Evidence of health and safety compliance1

If the contractor changes during the works, the earlier NOC becomes void, and the new contractor files an undertaking letter, its trade licence and a security deposit cheque.1 We name the contractor before the NOC is lodged, so the application is made once.

Fees and timelines

Fees and timelines for a District One villa.

District One’s guidelines describe the fee, the deposit and the added-area charge but publish no amounts. These are the published terms, each dated; amounts are confirmed at application.1

The guidelines contradict themselves on the façade. One clause allows façade changes that match the existing design, with approval; the prohibited list bans changes to the external façade or elevation.1 We treat any exterior change as refused until community management approves it in writing.

Each style has its own paint: Jotun 1105 heavy texture for Contemporary, Jotun 1105 or 10411 for Modern Arabic and Jotun 1243 antique paint for Mediterranean, with aluminium screens and doors in RAL 7006 and boundary walls in RAL 9003.1 A repaint stays inside those references.

The guidelines say nothing separate about plots facing the Crystal Lagoon,1 so lagoon-side works are confirmed with community management at the first submission.

The District One guidelines set works at 09:00 to 17:00, Sunday to Thursday, unless community management approves other hours in writing.1 DHCM’s October 2026 rules are the newer document, so we plan to them and confirm the working week with the community team at mobilisation.2

One contractor sign is allowed, no larger than 1.5 by 2 ft, on the ground near the garage or front door.1

The guidelines give villas as G+1 at about 500 to 1,100 m² of built-up area, and mansions as B+G+1 at about 1,500 to 3,000 m².1 Phase 3 added 217 villas on larger plots with a basement option, with handover then planned for the last quarter of 2018.7 Dubai Holding Community Management counts 627 villas, 38 townhouses and 1,750 apartments in District One.3

The villas sit along a 7 km Crystal Lagoon with a 14 km boardwalk.7 District One West, a newer villa phase, is under construction, with handover expected in 2027 to 2028 according to portals.9 Bedroom counts and dates come from press and portals, except where the guidelines are cited.

Common projects

What District One owners ask us to change.

Large villas, finished to a developer standard from 2017: the work is layout, joinery and the garden, inside exterior styles that stay fixed.8

  • Concept visualisation: kitchen with a white marble waterfall island, walnut tall joinery and a leather bar stoolConcept visualisation

    Kitchens and family rooms

Removing or adding a wall is a major alteration in District One, so the new layout is drawn and approved before any demolition.1

  • Concept visualisation: bathroom with a walk-in shower, a stone double vanity and walnut drawersConcept visualisation

    Bathrooms

Replacing sanitaryware is a minor alteration. Works that affect waterproofing are on the prohibited list, so wet areas are detailed with care.1

  • Contemporary two-storey villa exterior with a pool and garden terrace

    Pools, pergolas and gardens

Pools sit at the rear or side, 1 m off the boundary wall; pergolas stay within 7% of the open plot.1 We draw the garden with the house.

  • Exterior fixed

An exterior held to its style

Paint, screens, gates and boundary walls follow fixed colour references for each style.1 Light, glazing reveals and interior joinery do the work instead.

  • root zone keptMature gardens

    Trees and planting

Trees over 4 m stay 3 m clear of the boundary, and several species are banned outright.1 Removing a tree needs DHCM approval.2

Cost

What a District One renovation costs.

Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area, and our villa budgets start from AED 1M. District One villas are large, so where one lands depends on the scope and the finishes; the figure is a line-by-line quote against drawings, never a rate. Any added floor area is charged separately at the master developer’s book rate.

District One FAQ

Before you renovate in District One.

Villa renovation FAQ — District One, Dubai.

The questions District One owners ask before a survey, answered from the community’s own guidelines, DHCM’s rules and Dubai Municipality’s services.

01Do I need an NOC to renovate my villa in District One?

Yes. The District One alterations policy sends both minor works, such as colour, paving and sanitaryware changes, and major works, such as walls, pools and pergolas, to community management for written approval. Dubai Holding Community Management now runs the community, and requests go in through its community app with plans, specifications and fees.

02Which authority issues the building permit for a District One villa?

Dubai Municipality. The District One guidelines say the community NOC is issued so the owner can obtain DM approval, and the consultant then revises the affection plan and building permit at Dubai Municipality. Community management must confirm in writing that the authority consents are in place before any work starts on site.

03How long does the District One NOC take?

The District One alterations policy says community management will use reasonable endeavours to reply within 20 business days of an application. It can ask for more drawings or appoint reviewing consultants at the applicant’s cost, which lengthens the wait. We submit complete drawing sets, signed by the owner and the architect, to avoid that.

04Can I extend my villa in District One?

Within limits. The guidelines treat a footprint extension within the plot’s floor area ratio as a major alteration, and charge any added gross floor area at the master developer’s current book rate, which is not published. Setbacks, plot boundaries and maximum GFA cannot change, and balconies, patios and open areas cannot be enclosed.

05What are the rules for pools and pergolas in District One?

Pools and Jacuzzis go at the rear or side of the plot, at least 1 m from the boundary wall, with the equipment enclosed or underground. Pergolas and shade structures are limited to two, covering no more than 7% of the open plot, up to 3.2 m high and at least 2 m from the boundary wall.

06What are contractor working hours in District One?

Dubai Holding Community Management’s rules, version 3 of October 2026, allow construction from 07:00 to 17:00, Monday to Friday, with noisy works from 09:00 to 13:00 and 15:00 to 17:00. Minor works run Monday to Saturday, 08:00 to 18:00. No works are allowed on Sundays or public holidays, except emergencies.

07How long does a District One villa renovation take, and what does it cost?

Around 12 months from brief to handover: 4 weeks planning, 8 weeks design with approvals in parallel, 6–8 months build and 2 weeks handover. Our design of District One, Villa 389, a 5,000 sq ft villa built by others, ran over 10 weeks. Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area.
