Villa renovation on Palm Jumeirah — ordered before it is built.

On Palm Jumeirah, any villa works other than maintenance and repair need a Nakheel NOC first, then a Trakhees modification permit, and at the end a Nakheel compliance certificate and a Trakhees completion certificate before the site deposit is refunded. Fajr Interiors prepares and lodges each submission while the design is detailed, so the approvals run inside the design stage. We are a villa renovation contractor on Palm Jumeirah, taking the villa from the Nakheel NOC to handover under one contract.

Approvals · Palm Jumeirah

The Palm Jumeirah route: Nakheel, then Trakhees, in six steps.

Nakheel reviews the villa first and issues the NOC; Trakhees then issues the modification permit and, at the end, the completion certificate. Nothing starts on site before the Trakhees approval.

  1. Step 01 / 06

    Nakheel logo

    Villa Status Report

    Issued by
    Nakheel
    You receive
A report of any unapproved items on the villa
    What to know

Palm villas from 2006 have often been altered. The report shows what Nakheel has on record before anything new is drawn.2

  2. Step 02 / 06

    Nakheel logo

    Nakheel NOC

    Issued by
    Nakheel
    Where
    Nakheel Online Services
    You receive
The modification NOC, valid six months
    What to know

Plans, specifications and MEP drawings go in with an undertaking and indemnity letter.1 An extension first needs a pre-application meeting and Nakheel’s provisional approval, then utility NOCs.3

  3. Step 03 / 06

    Trakhees logoDubai Civil Defence logo

    Trakhees modification permit

    Issued by
    Trakhees Civil Engineering Department (PCFC)
    You receive
    The modification permit
    What to know

Trakhees builds on Nakheel’s clearance letter and approved drawings. Nakheel’s extension guideline is explicit: no works proceed until the Trakhees approval is issued.3 Dubai Civil Defence joins where fire and life safety systems change.

  4. Step 04 / 06

    Nakheel logo

    Site access and gate pass

    Issued by
    Nakheel
    Where
    Nakheel Online Services
    You receive
The mobilisation NOC and a gate pass for the crew
    What to know

The contractor applies once the Trakhees permit is issued, pays the refundable site-access deposit and installs hoardings before works begin.2

  5. Step 05 / 06

    Nakheel logo

    Nakheel compliance certificate

    Issued by
    Nakheel
    Where
    Your villa, on inspection
    You receive
    The Nakheel Compliance Certificate
    What to know

You notify completion with as-built plans; Nakheel inspects around 21 days later and allows 30 days to put any item right.1

  6. Step 06 / 06

    Trakhees logoDubai Civil Defence logo

    Trakhees completion, then the deposit

    Issued by
    Trakhees Civil Engineering Department
    You receive
The Modification Completion Certificate, then the deposit refund
    What to know

The file carries Nakheel’s compliance certificate and a Civil Defence certificate; consultant, contractor and client attend the site inspection.8

Nakheel’s handbook for Palm Jumeirah and Jumeirah Islands requires an NOC for any works, structural or not, internal or external, including painting, windows, doors and fences; maintenance and repair are the exception.1 That is stricter than many owners expect, and it is why the Palm route starts with the Villa Status Report rather than a drawing. We ran the same Nakheel-then-Trakhees route on our Jumeirah Islands villa, Cluster 39, Villa 1.15

Trakhees is the planning and development department of the Ports, Customs and Free Zone Corporation, and Nakheel’s communities are among the jurisdictions it regulates.5 Its Civil Engineering Department approves modifications to buildings that already hold a completion certificate, which is every handed-over Palm villa.6

Documents

What goes into a Palm Jumeirah submission.

Nakheel asks for full drawings and specifications; Trakhees for the approved set plus licences and undertakings. We prepare both.

For an extension, Nakheel’s 2016 guideline asks for a covering letter with area calculations, the proposed area hatched on scaled A3 plans, and an acknowledgement initialled on every page.3 Missing utility NOCs make the application “null and void”, so we collect them before the NOC stage rather than after.

Nakheel’s committee sets the extension fee case by case. On our 2026 applications the Palm Jumeirah estimate has been around AED 8,000 per sq ft of added area; it varies by villa, so we get the committee’s figure in writing before an extension is drawn in detail.14 Nakheel’s 2016 guideline still sets the application steps and the AED 2,500 review fee.3

The Villa Status Report, NOC fee, timing and deposit are from Nakheel’s published design-control procedure; the edition we found is written for Nad Al Sheba villas, so each Palm figure is confirmed at application.2

Nakheel’s 2016 extension guideline names Palm Jumeirah and sets the principles: keep the critical setbacks, attach the extension to the villa, respect neighbours’ views and replicate the existing style, materials and finishes.3 The “not permitted” list comes from Nakheel’s published design guideline; the edition we found is written for Nad Al Sheba, so we confirm each item for a Palm plot.2

Beach-side works, extra storeys and restyled façades are claimed both ways on contractor pages. None of those claims cites Nakheel, so we take them to Nakheel at the Villa Status Report stage, not to site.

The handbook allows works on “weekdays only” without defining which days those are; its garden-equipment rule treats Saturday separately.1 Nakheel’s superseded 2013 rules named Fridays as the rest day, and some contractor pages still do. We confirm the working week with the managing agent at mobilisation. Out-of-hours work needs a night-shift NOC from both the authority and Nakheel.

Common projects

What Palm villas usually need.

Two decades of salt air, sun and humidity on the water: materials and waterproofing come first.

  • Concept visualisation: brushed brass, bronze and dark metal finish samples beside a brass pullConcept visualisation

    Metals that suit the coast

Salt air works on ironmongery, railings and pool equipment. Metals and finishes are chosen from samples for the coast, not the showroom.

  • membrane renewed, falls to drainsWaterproofing

    Roofs and terraces

Leaking roofs and terraces are the defect we open most on 2000s-era villas. Membranes are renewed before anything is finished below them.

  • Concept visualisation: open ceiling with ducts and services exposed during a villa renovationConcept visualisation

    Services worked hard

AC runs longer here and is serviced more often. Ducting and plant are renewed with the ceilings open, sized for the house as replanned.

  • Concept visualisation: travertine and white marble samples on a linen clothConcept visualisation

Stone chosen for sun and sand

Stone and joinery carry around an eight-week lead time, so they are approved from samples while Nakheel reviews the drawings.

  • Exterior fixed

    A restyle that stays inside

Nakheel’s guideline lists render, cladding, roof and parapet changes as not permitted.2 A Mediterranean villa turns contemporary on the inside.

Cost

The number for a Palm Jumeirah villa.

Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area, and our villa budgets start from AED 1M. On a Palm villa, stone, joinery and the scope of MEP renewal move the figure most; an extension adds the Nakheel committee’s fee on top.

Palm Jumeirah FAQ

Before you renovate in Palm Jumeirah.

Villa renovation FAQ — Palm Jumeirah, Dubai.

What Palm Jumeirah villa owners search before they call, answered from Nakheel’s and Trakhees’ own documents.

01What approvals do I need to renovate my Palm Jumeirah villa?

A Nakheel NOC first, applied for on Nakheel Online Services, then a Trakhees modification permit from its Civil Engineering Department. Dubai Civil Defence joins where fire and life safety systems change. At the end come Nakheel’s compliance certificate and the Trakhees Modification Completion Certificate, then the deposit refund.

02Do internal changes to a Palm Jumeirah villa need Nakheel approval?

Yes. Nakheel’s community handbook requires an NOC for any works, structural or not, internal or external, including painting, windows, doors and fences. Maintenance and repair are the exception. That is stricter than Emaar communities, so we check each item of the scope before the Villa Status Report is requested.

03Why is the permit from Trakhees on Palm Jumeirah?

Trakhees, the planning and development department of PCFC, regulates Nakheel’s communities. Its Civil Engineering Department approves modifications to villas that already hold a completion certificate. Nakheel’s extension guideline says no works may proceed until the Trakhees approval is issued, so the permit always follows the Nakheel NOC.

04How much does Nakheel charge to extend a Palm Jumeirah villa?

The Nakheel committee sets the extension fee case by case. On Fajr’s 2026 applications the Palm Jumeirah estimate has been around AED 8,000 per sq ft of added built-up area, varying by villa, plus the AED 2,500 review fee in Nakheel’s 2016 guideline. We get the committee’s figure in writing before an extension is drawn in detail.

05What is a Villa Status Report?

A report from Nakheel Online Services that lists anything on the villa Nakheel has no approval for. Nakheel’s published procedure shows it as free and valid for 30 days. On the Palm it comes first, because an unapproved change from a previous owner has to be settled before a new NOC.

06What are contractor working hours on Palm Jumeirah?

Nakheel’s handbook allows works from 7am to 5pm on weekdays, with noisy work only after 8am, and no noisy works on Sundays or UAE public holidays. Out-of-hours work needs a night-shift NOC. Large vehicles need 48 hours’ notice, and everything is unloaded the same day.

07How long does a Palm Jumeirah villa renovation take?

Around 12 months from brief to handover: 4 weeks planning, 8 weeks design with the Nakheel and Trakhees submissions in parallel, 6–8 months build and 2 weeks handover. If the works overrun, the Trakhees permit is revalidated rather than reissued.
