Villa renovation in Arabian Ranches — planned around the approvals.

In Arabian Ranches, any villa alteration needs an Emaar NOC first, applied for on the arabianranches.ae portal, then a DDA Building Modification permit, and a completion inspection before Emaar refunds the deposit. Interior painting and regular maintenance need no NOC. This page covers the original Arabian Ranches, with a note on Arabian Ranches 2 and 3.

Approvals · Arabian Ranches

How an Arabian Ranches renovation is approved, step by step.

Emaar reviews the villa alteration first; DDA approves the design, issues the permit and signs off completion. Neighbours are told before noisy work begins.

  1. Step 01 / 06

Survey the villa, not the brochure

    Issued by
    Fajr Interiors
    Where
    Your villa
    You receive
As-built drawings, the scope, what needs an NOC
    What to know

Twenty-year-old villas have usually been altered. We draw what is there, because the Emaar submission shows the house as built, and interior painting, AC cleaning and sanitary or electrical repairs need no NOC.3

  2. Step 02 / 06

    Emaar logo

    Emaar NOC

    Issued by
    Emaar
    Where
arabianranches.ae → Alterations, or Home Modifications
    You receive
The Emaar NOC for the villa
    What to know

ECM lists carport extensions, pergolas, pool renovation and any villa alteration as needing the NOC, and recommends notifying neighbours before works start.3

  3. Step 03 / 06

Dubai Development Authority logoDubai Civil Defence logo

    DDA Building Modification – Design

    Issued by
    DDA; the consultant applies
    You receive
    Stamped, approved drawings
    What to know

Where walls, structure or services change. A Dubai Civil Defence NOC is added where fire and life safety systems change.10

  4. Step 04 / 06

    Dubai Development Authority logo

    DDA Building Modification – Permit

    Issued by
    DDA; the contractor applies
    You receive
    The building modification permit
    What to know

Renewable in three-month steps for up to a year from issue, which matters for a phased build around a family.11

  5. Step 05 / 06

    Emaar logo

    ECM contractor entry permit

    Issued by
    Emaar Community Management
    You receive
An entry permit for Arabian Ranches and this contract
    What to know

ECM runs video guides for contractor registration in English, Arabic, Hindi and Bangla.8

  6. Step 06 / 06

Emaar logoDubai Development Authority logoDubai Civil Defence logo

    Completion, then the deposit

    Issued by
    Emaar, then DDA
    You receive
Emaar’s inspection approval, the DDA completion certificate and the deposit refund
    What to know

DDA needs a Civil Defence completion certificate where fire and life safety systems changed.12 The deposit is claimed on the portal within two years of payment.2

Arabian Ranches villas date from the mid-2000s, and many briefs here are remodels: kitchens opened, bathrooms rebuilt, wiring and plumbing renewed. Those reach the DDA design and permit steps, not just the Emaar NOC. Because the permit can be renewed in three-month steps, a longer build can stay covered by one permit.11

The ECM guidelines page asks for licensed contractors, certifications in place before work starts, and a clean community during and after the works; failing the architectural guidelines brings a notice of violation with rectification at the owner’s cost.7

In older villas the walls we want to remove are the ones the checklist asks about. Opening a closed kitchen into the family room is the most requested change in Arabian Ranches; if the wall carries load, the structural calculations go into the DDA design file with the drawings.10

Arabian Ranches renovation pages online quote “administration fees”, NOC costs in the tens of thousands and deposits of up to AED 10,000. None of those appears in Emaar’s factsheet, which publishes a review fee, an approval fee and a deposit, and states that added area is charged without giving the rate.1 We work from the published figures and ask Emaar for the rest in writing.

The deposit amount is from Emaar’s April 2021 factsheet.2 DDA’s pages are undated and shown as read in September 2026.

“Any external modifications that will change the aesthetics of the villas are not permitted” is ECM’s wording for Arabian Ranches, and its guidelines list exterior doors, windows and window coverings as prohibited.3 That makes the interior the place where an Arabian Ranches villa changes.

Emaar assesses extensions case by case, Al Reem and Palmera townhouses included. Our 2026 approval in The Springs capped the extension at about 10% of the existing BUA, with other conditions.14 Emaar’s 2022 factsheet listed townhouse extensions as restricted;1 an extension is drawn and put to Emaar before it is priced.

The other sub-communities are Alma, Golf Villas, Hattan, La Avenida, Polo Homes, Savannah, Terranova and Aseel.6 Gulf News reported construction under way in May 2004, with first residents expected that year.13

Arabian Ranches 2 and 3 are separate communities on the same developer route; ask us about yours. ECM’s Arabian Ranches III FAQ carries the same NOC list and exterior prohibitions as the original Ranches, so the route on this page applies there too.4

Common projects

What Arabian Ranches villas usually need.

Villas from the mid-2000s: services, kitchens and bathrooms first, finishes second.

  • A villa stripped back for new AC and MEP on a Fajr site: open ceiling, scaffold and the site lead on the floor

    Original AC and MEP

Ducting, wiring and plumbing from the first build are near the end of their life. We renew them with the ceilings open, once, rather than patching room by room.

  • A villa kitchen opened up by Fajr: a stone island facing the garden glazing, handleless white units

    Closed kitchens, opened

The most requested change here. The wall often carries load, so it is checked, drawn and approved before it comes down.

  • A rebuilt villa bathroom by Fajr: a floating walnut vanity with stone top under pendant lights

    Dated bathrooms

Stripped to the screed with the waterproofing renewed, not tiled over.

  • root zone keptMature gardens

    Mature gardens and trees

Twenty years of planting sits where pools and terraces would go. Trees stay unless ECM agrees in writing.5

  • Exterior fixed

    Doors and windows stay

ECM prohibits changes to exterior doors, windows and window coverings.7 New light comes from inside: reveals, joinery and ceilings.

Living through it

Where an Arabian Ranches household lives during the build.

For many Arabian Ranches owners the first question is where the family lives while the works run. The answer is the same for every scope: elsewhere. With civil works under way a villa is not safe to live in, so Fajr does not take on renovations with the family in residence. The build runs 6–8 months on a whole villa, and we confirm the dates at the first visit, before you plan a lease.

Cost

What decides the number for an Arabian Ranches villa.

Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area, and our villa budgets start from AED 1M. In Arabian Ranches the renovation type, the built-up area and the finishes decide where a villa lands; phasing adds calendar time more than cost.

Arabian Ranches FAQ

Before you renovate in Arabian Ranches.

Villa renovation FAQ — Arabian Ranches, Dubai.

What Arabian Ranches owners search before a survey, answered from ECM’s and DDA’s own pages.

01Do I need a permit to renovate my villa in Arabian Ranches?

Yes, for any alteration. ECM’s Arabian Ranches FAQ says interior painting and regular maintenance, including AC cleaning and sanitary or electrical repairs, need no NOC. Everything else goes to Emaar first through the arabianranches.ae portal, then to DDA for the Building Modification design and permit where the works require them.

02Who issues the building permit in Arabian Ranches?

The Dubai Development Authority, after the Emaar NOC. The consultant applies for DDA Building Modification – Design and the contractor for the Building Modification – Permit. Dubai Civil Defence joins only where fire and life safety systems change, and DDA signs off with a completion certificate at the end.

03How long does Emaar take to approve a modification in Arabian Ranches?

Emaar’s factsheet gives three business days for minor and major works and two for soft landscaping or external painting, from a complete submission. Those are published targets; confirm them at application. DDA publishes five working days for design approval and two for the permit.

04Can I change the exterior of my Arabian Ranches villa?

Very little. ECM says external modifications that change the villa’s aesthetics are not permitted, and its guidelines prohibit changes to exterior doors, windows and window coverings. Pergolas, carports and shade can be approved in materials matching the villa. The interior is where an Arabian Ranches villa changes.

05Can I extend my Al Reem townhouse?

Possibly. Emaar assesses townhouse extensions case by case, so an Al Reem extension is drawn and put to Emaar before it is priced. On our 2026 Springs approval Emaar capped the extension at about 10% of the existing BUA, with other conditions. We plan the replanned ground floor alongside, so you choose with Emaar’s answer in hand.

06What are renovation working hours in Arabian Ranches?

The Arabian Ranches I villa rulebook, uploaded in December 2025, allows construction from 10:00 to 13:00 and 15:00 to 17:00, Monday to Saturday. There are no works on Sundays or public holidays except emergencies, and bulk deliveries need 48 hours’ notice.

07How long does an Arabian Ranches villa renovation take?

Around 12 months from brief to handover: 4 weeks planning, 8 weeks design with the approvals in parallel, 6–8 months build and 2 weeks handover. A phased build that keeps part of the villa in use runs longer in calendar time, and the DDA permit can be renewed to cover it.
