Villa renovation in The Springs and The Meadows — one developer, one route.

In The Springs and The Meadows, work beyond internal finishes needs an Emaar NOC first, lodged on the Emirates Living portal, then a DDA Building Modification permit, and a completion inspection before the deposit is released. Both communities sit in Emaar’s Emirates Living, so one route covers a Type 4M townhouse and a seven-bedroom Meadows villa alike.

Approvals · Emirates Living

The Springs and Meadows route, in six steps.

Every alteration in Emirates Living goes to Emaar first; DDA then approves the design, issues the permit and closes the job. The steps are the same for a Springs townhouse and a Meadows villa.

  1. Step 01 / 06

Name the type, then the scope

    Issued by
Fajr Interiors, at the site survey
    Where
    Your villa
    You receive
Villa type confirmed, as-built drawings, the scope
    What to know

A Type 3M and a 3E share a bedroom count but not a plot or a party wall. We record the type and earlier changes, because Emaar reviews the house as it stands.

  2. Step 02 / 06

    Emaar logo

    Emaar NOC

    Issued by
    Emaar
    Where
emiratesliving.ae → Alterations or Home Modifications
    You receive
The Emaar NOC, once the approval fee is paid
    What to know

ECM’s Emirates Living FAQ is plain: “any alteration to the villa has to be approved by Emaar”, including carports, garden pergolas and pool renovations.3

  3. Step 03 / 06

Dubai Development Authority logoDubai Civil Defence logo

    DDA Building Modification – Design

    Issued by
    DDA; the consultant applies
    You receive
    Stamped, approved drawings
    What to know

Needed where the scope changes layout, structure or services. A Dubai Civil Defence NOC joins the file where fire and life safety systems change.9

  4. Step 04 / 06

    Dubai Development Authority logo

    DDA Building Modification – Permit

    Issued by
    DDA; the contractor applies
    You receive
    The building modification permit
    What to know

Charged per square foot of added or relevant built-up area.10

  5. Step 05 / 06

    Emaar logo

    ECM contractor entry permit

    Issued by
    Emaar Community Management
    You receive
An entry permit for Emirates Living and this contract
    What to know

Issued per community and per contract. Emaar’s factsheet places it after the NOC and the authority approvals.1

  6. Step 06 / 06

Emaar logoDubai Development Authority logoDubai Civil Defence logo

    Completion, then the deposit

    Issued by
    Emaar, then DDA
    You receive
Emaar’s inspection approval, the DDA completion certificate, the deposit back
    What to know

Book the inspection on the portal, then claim the deposit within two years of paying it.2 DDA needs a Civil Defence completion certificate where fire and life safety systems changed.11

Emirates Living is one master community for The Springs, The Meadows, The Lakes, Emirates Hills and Hattan.6 The Springs and The Meadows share the portal, the rulebook and the route, which is why this page covers both.

Most Springs scopes are internal, and still need the NOC. The DDA steps apply once the drawings move walls, add area or change services.

Documents

What goes into an Emirates Living submission.

Emaar’s checklist covers the NOC; DDA adds its own for design, permit and completion. One survey feeds both.

Many Springs villas have changed hands more than once. A carport or rear room built without an NOC is found at inspection, so we note what we find on the survey and raise it with Emaar first.

Emaar approves extensions on application, townhouses included. Our 2026 Springs approval capped the extension at about 10% of the existing BUA, with other conditions.16 Emaar’s 2022 factsheet listed townhouse extensions as restricted,1 and a 2014 report described garden rooms for end units only;15 today each case is reviewed on its drawings.

On colour: exterior changes are not permitted, so a Springs villa keeps its original colour.4

Villa types

The Springs, type by type: 1 to 4, end or middle.

Springs townhouses come in four types, each an end unit (E) or a middle unit (M). The type sets the plot, the walls you share and the renovation that fits.

E means an end unit, with one attached neighbour and a larger plot; M means a middle unit, with neighbours on both sides.12 Published built-up areas are inconsistent, so we measure rather than quote them. ECM counts 14 sub-communities; portals count 15 numbered clusters.5

The Meadows

The Meadows: detached villas on the same route.

The Meadows is nine sub-communities of two-storey detached villas with 3 to 7 bedrooms, around lakes and the Montgomerie course. The Emaar NOC and DDA route is identical to The Springs.6

Read the detailClose the detail

No reliable public list of Meadows villa types exists, so we group them by size. A Meadows extension goes to Emaar on application, as anywhere in Emirates Living, then carries Emaar’s area charge and the DDA permit.1

Common projects

What Springs and Meadows villas usually need.

Twenty-year-old houses on tight plots: services, kitchens and the ground floor plan, more than finishes alone.

  • A kitchen in a Springs villa as built: white shaker cabinets, a granite worktop and a closed corner layout

    Kitchens opened up

The most common request. It moves a wall, so it is an Emaar alteration with DDA drawings.

  • A ceiling opened during a villa renovation in The Springs, with the hangers for the new ceiling in place

    Services at twenty years

AC, water heaters, pumps and drainage from the first build are at the end of their life; renew them with the ceilings open.

  • Concept visualisation: bathroom with a walk-in shower, a stone double vanity and walnut drawersConcept visualisation

    Bathrooms, stripped back

Stripped to the screed; waterproofing renewed before new stone goes down.

  • leak traced, blocks relaidCarport interlock

    Carport paving that has sunk

ECM notes sunken carport interlock is often caused by leaks, and is the owner’s repair.3 We trace the leak first.

  • on approvaltwo party wallsMiddle unit

Middle units: work to the party walls

Neighbours on both sides: demolition goes in the morning window, and structure stays inside your own walls.

Cost

The number for a Springs or Meadows villa.

Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area, and our villa budgets start from AED 1M. A Springs townhouse and a Meadows villa sit at different points in that band; your figure comes from the survey and a line-by-line quote against drawings.

Springs & Meadows FAQ

Before you renovate in The Springs and The Meadows.

Villa renovation FAQ — The Springs and The Meadows, Dubai.

What Springs and Meadows owners search for before they call, answered from Emaar’s, ECM’s and DDA’s own pages.

01Can I extend my villa in The Springs?

Yes, on application to Emaar, townhouses included. In 2026 Emaar gave Fajr permission to extend a Springs villa, with the extension capped at about 10% of the existing BUA and other conditions attached. Emaar assesses each case and charges for the added area, then DDA issues the permit. We confirm your plot’s limits before drawing.

02Do I need Emaar approval for a carport or pergola in The Springs?

Yes. ECM’s Emirates Living FAQ lists carport extensions, garden pergolas and pool renovations as works that need Emaar’s permission. The rulebook adds that awnings, pergolas and shade must match the villa’s existing woodwork or paint shade. Both go through the Alterations tab on emiratesliving.ae.

03What can I do in a Springs villa without an NOC?

Emaar’s factsheet lists internal painting, furniture, electrical fixtures and regular maintenance as needing no NOC. Your contractor still needs an ECM entry permit to reach the villa. Anything else, including a new kitchen layout, bathrooms moved or AC units replaced, goes to Emaar first.

04Is the approval route the same in The Springs and The Meadows?

Yes. Both sit in Emaar’s Emirates Living master community, with one portal, one rulebook and one route: the Emaar NOC, then DDA Building Modification design and permit, then completion. What differs is the house: most Springs homes are townhouses, while every Meadows villa is detached.

05What is the difference between Springs Type 3E and 3M?

E is an end unit, with one attached neighbour and a larger plot; M is a middle unit, with neighbours on both sides. Both Type 3 plans have three bedrooms. The difference shapes the renovation: a middle unit has less garden, two party walls and stricter noise planning.

06How much does a villa renovation cost in The Springs or The Meadows?

AED 420–1,400 per sqft of built-up area, with villa budgets from AED 1M; a Springs townhouse and a Meadows villa sit at different points in that band, and the final number comes from the survey.

07How long does a Springs or Meadows renovation take?

Around 12 months from brief to handover: 4 weeks planning, 8 weeks design with the Emaar and DDA approvals in parallel, 6–8 months build and 2 weeks handover. A kitchen-and-bathrooms Springs job sits at the short end of the build; a whole Meadows villa at the long end.
