Villa renovation in Jumeirah Islands — Nakheel signs before anyone builds.

In Jumeirah Islands, villa works other than maintenance and repair need a Nakheel NOC first, then a Trakhees modification permit, and at the end a Nakheel compliance certificate and a Trakhees completion certificate before the site deposit comes back. We followed this route on Cluster 39, Villa 1, extended from four to five bedrooms.

Approvals · Jumeirah Islands

The Jumeirah Islands route, from status report to completion.

Nakheel checks the villa and issues the NOC; Trakhees issues the modification permit and the final completion certificate. Site access follows the permit, never the other way round.

  1. Step 01 / 06

    Nakheel logo

    Villa Status Report

    Issued by
    Nakheel
    You receive
A report of unapproved items on the villa
    What to know

Many villas on the islands carry earlier owners’ changes, and enclosed voids or mezzanines count as added area.9 The report comes before any new drawing.

  2. Step 02 / 06

    Nakheel logo

    Nakheel NOC

    Issued by
    Nakheel
    Where
    Nakheel Online Services
    You receive
The modification NOC, valid six months
    What to know

For an extension, a pre-application meeting and site inspection come first, then provisional approval “if the application is technically possible”, then utility NOCs.3

  3. Step 03 / 06

    Trakhees logoDubai Civil Defence logo

    Trakhees modification permit

    Issued by
    Trakhees Civil Engineering Department (PCFC)
    You receive
    The modification permit
    What to know

Filed with Nakheel’s clearance letter and approved drawings. Dubai Civil Defence joins where fire and life safety systems change.6

  4. Step 04 / 06

    Nakheel logo

    Site access and gate pass

    Issued by
    Nakheel
    Where
    Nakheel Online Services
    You receive
The mobilisation NOC and a gate pass
    What to know

The refundable site-access deposit is paid here, and the NOC and approvals are displayed on site for the length of the works.1

  5. Step 05 / 06

    Nakheel logo

    Nakheel compliance certificate

    Issued by
    Nakheel
    Where
    The villa, on inspection
    You receive
    The Nakheel Compliance Certificate
    What to know

Nakheel inspects around 21 days after you notify completion. Changing an approved location, size or height voids the first approval, so the build follows the drawings exactly.3

  6. Step 06 / 06

    Trakhees logoDubai Civil Defence logo

    Trakhees completion, then the deposit

    Issued by
    Trakhees Civil Engineering Department
    You receive
The Modification Completion Certificate, then the deposit refund
    What to know

The file includes the Nakheel Compliance Certificate and a Civil Defence certificate, and closes with a site inspection.8

The same Nakheel handbook covers Jumeirah Islands and Palm Jumeirah. It requires an NOC for any works, internal or external, structural or not, with maintenance and repair the only exception.1 Nakheel’s 2016 extension guideline names Jumeirah Islands and states that no works proceed until the Trakhees approval is in place.3

On Cluster 39, Villa 1 the approvals ran in this order: Nakheel first, then Trakhees, with structural integrity testing before the extension was drawn for review.14

Press reports describe owners on the islands being charged retroactively for voids and mezzanines enclosed without approval, and Nakheel inspecting villas before a sale completes. That is the practical reason the Villa Status Report comes first.9

Documents

What goes into a Jumeirah Islands submission.

Nakheel wants the works fully drawn and specified; an extension adds area calculations and photographs. We prepare the set.

On a Garden Hall villa, the question that decides the drawing set is usually the void. Enclosing part of a double-height space adds built-up area, and Nakheel charges for added area, so we draw the void as built and as proposed and put both to review before the floor is priced.9

Nakheel’s committee sets the extension fee case by case. On our 2026 applications the Jumeirah Islands estimate has been around AED 2,800 per sq ft of added area; it varies by villa, so we get the committee’s figure in writing before an extension is drawn in detail.15 Nakheel’s 2016 guideline still sets the application steps and the AED 2,500 review fee.3

The Villa Status Report, NOC fee, timing and deposit are from Nakheel’s published design-control procedure; the edition we found is written for Nad Al Sheba villas, so each figure is confirmed at application.2

The extension principles in Nakheel’s 2016 guideline apply by name to Jumeirah Islands: keep critical setbacks, attach the extension to the villa, respect neighbours’ views and match the existing style.3 The “not permitted” items come from Nakheel’s published design guideline, written for Nad Al Sheba, so we confirm each for an island plot.2

  • Gate pass

Crews enter only with Nakheel’s documents, through the service entrance.1

  • Deliveries

48 hours’ notice for large vehicles; unloaded the same day, on sheeting.1

  • Digging

Services lie shallow; excavation waits for the managing agent’s clearance.1

  • Pools

A private pool is never drained into the sewer.1

  • Waste

Kept inside the plot, never in community bins, and taken to approved sites.1

  • Penalties

AED 2,000 for unauthorised major alterations; unapproved works removed within 30 days of notice.1

“Weekdays” is not defined in the handbook, and Nakheel’s superseded 2013 rules named Fridays as the rest day.1 We confirm the working week with the managing agent before mobilising. The lakes are closed to swimming, fishing and watercraft, which rules out any work from the water side.

Common projects

What villas on the islands usually need.

Water on every side and twenty years of use: ventilation, waterproofing and the double-height rooms.

  • Concept visualisation: bathroom with a walk-in shower, a stone double vanity and walnut drawersConcept visualisation

    Humidity by the lake

Bathrooms and stores need stronger extract and waterproofing specified for higher moisture than an inland villa.

  • Render: dining table in a double-height void, with relief art panels, a gallery landing and a chandelier dropping from a recessed ceilingRender

    Double-height rooms

Garden Hall voids are the signature and the question. Enclosing one adds area Nakheel charges for, so we test both options in drawings first.

  • void kept, or floored with approvalVoid or floor

    Earlier changes on record

Voids closed and rooms added by earlier owners show up on the Villa Status Report. They are settled before a new NOC.

  • Concept visualisation: open ceiling with ducts and services exposed during a villa renovationConcept visualisation

    Services behind the walls

Service routes hidden behind walls and ceilings are traced and renewed while everything is open.

  • lakePool to house

    Gardens joined to the house

Pools and gardens often sit apart from the living rooms. Excavation needs clearance first, so the garden is drawn with the house.1

Cost

Pricing a Jumeirah Islands villa.

Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area, and our villa budgets start from AED 1M. Our Cluster 39 villa, a complete renovation with an extension and a new pool, came to AED 4.82M. An extension adds the Nakheel committee’s fee, estimated at around AED 2,800 per sq ft on our 2026 applications.

Jumeirah Islands FAQ

Before you renovate in Jumeirah Islands.

Villa renovation FAQ — Jumeirah Islands, Dubai.

What Jumeirah Islands owners search before they call, answered from Nakheel’s and Trakhees’ own documents and from our own project on the islands.

01Who approves renovation works in Jumeirah Islands?

Nakheel, as master developer, reviews the works and issues the NOC through Nakheel Online Services. Trakhees, the planning department of PCFC, then issues the modification permit and, at the end, the Modification Completion Certificate. Dubai Civil Defence joins only where fire and life safety systems change.

02Do I need a Nakheel NOC for internal works in Jumeirah Islands?

Yes. The Nakheel handbook that covers the islands requires an NOC for any works, internal or external, structural or not, including painting, windows, doors and fences. Maintenance and repair are the only exception. We check the scope item by item before requesting the Villa Status Report.

03Can a Jumeirah Islands villa be extended?

Yes, with Nakheel’s approval. Our Cluster 39, Villa 1 renovation added an extension that took the villa from four to five bedrooms, after structural integrity testing. An extension needs a pre-application meeting, provisional approval, utility NOCs and the Nakheel NOC before the Trakhees permit, and it must stay attached and match the villa.

04How much does Nakheel charge per square foot to extend in Jumeirah Islands?

The Nakheel committee sets the extension fee case by case. On Fajr’s 2026 applications the Jumeirah Islands estimate has been around AED 2,800 per sq ft of added built-up area, and it varies by villa. Enclosed voids and mezzanines count as added area. We get the committee’s figure in writing before drawing in detail.

05Can I enclose the double-height void in a Garden Hall villa?

Only with Nakheel’s approval, and the enclosed floor counts as added built-up area that Nakheel charges for. We draw the void as built and as proposed, submit both for review, and price the floor only once Nakheel has answered, so you decide with the real charge in front of you.

06Has Fajr Interiors renovated a villa in Jumeirah Islands?

Yes. Fajr Interiors renovated Cluster 39, Villa 1, turning an old-school villa contemporary and converting it from four to five bedrooms with an extension. The villa has a 6,147 sq ft BUA on an 11,011 sq ft plot, and the total project cost was AED 4.82M. Nakheel approved the works first, then Trakhees.

07How long does a Jumeirah Islands villa renovation take?

Around 12 months from brief to handover: 4 weeks planning, 8 weeks design with the Nakheel and Trakhees submissions in parallel, 6–8 months build and 2 weeks handover. An extension sits at the long end of the build, because structure goes first on site.
