Villa renovation in Dubai Hills — NOC first, then the build.

In Dubai Hills Estate, villa work beyond internal painting, furniture and maintenance needs an Emaar NOC first, then a DDA Building Modification permit, and a completion inspection before Emaar releases the deposit. Fajr Interiors is a Dubai Hills villa renovation company: we draw, lodge and build that route under one contract, with the interior design included; Villa 47 Fairways here took 12 months for 10,000 sqft.

Approvals · Dubai Hills

The Dubai Hills approval route, in six steps.

Emaar reviews a Dubai Hills villa alteration first; DDA then approves the design, issues the permit and signs off completion.

  1. Step 01 / 06

Check the scope against Emaar’s list

    Issued by
Fajr Interiors, at the site survey
    Where
    Your villa
    You receive
A scope, as-built drawings and the documents list
    What to know

Emaar lists internal painting, furniture, electrical fixtures and regular maintenance as needing no NOC.1 Anything else in Dubai Hills, from a carport to a new kitchen layout, goes to Emaar first.

  2. Step 02 / 06

    Emaar NOC

    Issued by
    Emaar
    Where
Dubai Hills Estate community portal → Home Modifications
    You receive
The Emaar NOC, downloaded once the approval fee is paid
    What to know

Review time runs from a complete submission.1 The NOC stays on display during the works.4

  3. Step 03 / 06

Dubai Development Authority logoDubai Civil Defence logo

    DDA Building Modification – Design

    Issued by
    DDA; the consultant applies
    You receive
    Stamped, approved drawings
    What to know

DDA asks for the approved drawings, the proposed changes highlighted, structural calculations where relevant, and a Dubai Civil Defence NOC where fire and life safety systems change.9

  4. Step 04 / 06

    Dubai Development Authority logo

    DDA Building Modification – Permit

    Issued by
    DDA; the contractor applies
    You receive
    The building modification permit
    What to know

The application carries an appointment letter signed by the owner, consultant and contractor, and a site mobilisation layout where one applies.10

  5. Step 05 / 06

    Emaar logo

    ECM contractor entry permit

    Issued by
    Emaar Community Management
    You receive
An entry permit for this community and contract
    What to know

The contractor registers with its trade licence and the manager’s passport and Emirates ID.8

Emaar logoDubai Development Authority logoDubai Civil Defence logo

    Completion, then the deposit

    Issued by
    Emaar, then DDA
    You receive
Emaar’s inspection approval, the DDA completion certificate and the deposit refund
    What to know

DDA asks for a Dubai Civil Defence completion certificate where fire and life safety systems changed.11 The deposit refund is claimed on the portal after Emaar’s inspection is approved.2

Dubai Hills is a young community, and most briefs we see here are upgrades to the developer finish rather than structural work. That keeps many jobs at the Emaar NOC and the ECM entry permit. The moment a scope moves walls, adds area or changes services, the DDA design and permit steps apply as well.

We lodge the Emaar submission as soon as the layout is signed, so the DDA design review runs inside the 8-week design stage, not after it.1

One exception needs care. Emaar’s factsheet says its standard NOC service does not apply to “Dubai Hills Plots”.1 If your villa was custom-built on a plot rather than bought from a cluster, the route is confirmed with Emaar before anything is drawn.

Documents

What goes into a Dubai Hills submission.

Emaar publishes a short checklist; DDA adds its own for design, permit and completion. We assemble both sets from one survey.

A DDA design application needs the approved drawings of the villa as built, which is why the survey measures the house rather than trusting the handover set.9

Fees quoted on contractor sites for Dubai Hills vary widely; they are not Emaar’s figures. Emaar’s own factsheet confirms that added GFA or BUA is charged, but does not publish the rate, so we ask for it in writing with the application.1

The deposit amount is from Emaar’s 2021 factsheet.2 DDA’s pages are undated, so they show the month we read them.

Emaar assesses extensions case by case, townhouses included. Our 2026 approval in The Springs capped the extension at about 10% of the existing BUA, with other conditions.17 Emaar’s 2022 factsheet listed townhouse extensions as restricted;1 a Maple extension is drawn and put to Emaar before it is priced.

“Changes to the exterior of the villa are not permitted” is the Dubai Hills FAQ wording.3 The garden, the pool and shade can still change with an NOC.

ECM’s contractor portal gives different hours, 08:00 to 17:30 with Fridays off.8 The villa rulebook is the newer document and names Sundays as the rest day, so we plan to it and confirm with the community manager at mobilisation. Ramadan hours are not stated in the rulebook.

Common projects

What Dubai Hills owners ask us to change.

Young villas, built to a developer standard: the work here is about finish, joinery and the garden, not replacing tired services.

  • Kitchen at Villa 47 Fairways, Dubai Hills: a marble waterfall island and walnut tall units

    Developer kitchens, replaced

The most common first request. Open the wall to the family room and it becomes an alteration Emaar reviews.

  • A walnut pivot entrance door in a double-height glazed hallway, by Fajr Interiors in Dubai Hills

    Wardrobes and joinery

Basic wardrobes are where a young villa gains most: made-to-measure joinery, drawn to its walls.

  • Contemporary two-storey villa exterior with a pool and garden terrace

    Pools and gardens

Pools, pergolas and shade need an Emaar NOC.3 We draw the garden with the house, in one submission.

  • on approvaltwo party wallsOn application

    Maple: extensions on application

Emaar assesses townhouse extensions case by case.17 We draw the extension and a ground-floor replan side by side.

  • Exterior fixed

An exterior that stays as built

The façade, windows and colour stay as Emaar built them.3 Light, glazing reveals and interior joinery do the work instead.

Cost

What a Dubai Hills renovation costs.

Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area, and our villa budgets start from AED 1M. Where a Dubai Hills villa lands depends on the scope and the finishes; the figure is a line-by-line quote against drawings, never a rate.

Dubai Hills FAQ

Before you renovate in Dubai Hills.

Villa renovation FAQ — Dubai Hills, Dubai.

The questions Dubai Hills owners ask before a survey, answered from Emaar’s and DDA’s own pages.

01Do I need an Emaar NOC to renovate my villa in Dubai Hills Estate?

Yes, for anything beyond internal painting, furniture, electrical fixtures and regular maintenance, which Emaar lists as NOC-free. Carports, garden pergolas, pool renovations and any other alteration go through Home Modifications on the Dubai Hills Estate community portal before any authority submission is made.

02Which authority issues the building permit for a Dubai Hills villa?

The Dubai Development Authority. After the Emaar NOC, the consultant applies for DDA Building Modification – Design and the contractor for the Building Modification – Permit. Dubai Civil Defence joins only where fire and life safety systems change, and DDA closes the job with a completion certificate.

03How long does the Emaar NOC take in Dubai Hills?

Emaar’s factsheet gives three business days for minor and major works and two for soft landscaping or external painting, counted from a complete submission. Treat those as published targets and confirm them at application. A missing drawing or photo restarts the clock, so we submit complete sets.

04Can I extend my villa in Dubai Hills Estate?

Yes, on application. Emaar assesses each extension case by case, Maple townhouses included, and charges for the added area; DDA then issues the permit. On our 2026 Springs approval Emaar capped the extension at about 10% of the existing BUA. Custom villas on Dubai Hills Plots sit outside Emaar’s standard NOC service.

05Can I change the exterior or add solar panels to my Dubai Hills villa?

Emaar’s Dubai Hills FAQ says changes to the villa exterior are not permitted. The rulebook prohibits solar panels visible from common areas or neighbouring plots, and awnings or shade need written approval in materials that match the villa. We check each exterior item before drawing it.

06What are contractor working hours in Dubai Hills?

The Dubai Hills villa rulebook, uploaded in March 2026, allows construction from 10:00 to 13:00 and 15:00 to 17:00, Monday to Saturday, with no works on Sundays or public holidays except emergencies. Bulk deliveries need 48 hours’ notice and run from 10:00 to 13:00.

07How long does a Dubai Hills villa renovation take, and what does it cost?

Around 12 months from brief to handover: 4 weeks planning, 8 weeks design with approvals in parallel, 6–8 months build and 2 weeks handover. Villa 47 Fairways took 12 months for 10,000 sqft. Villa renovation in Dubai runs AED 420–1,400 per sqft of built-up area.
