The order
Four steps, in a fixed order.
Every villa renovation in a Dubai master community follows one order. The master developer's NOC confirms the community allows the works. The authority permit covers what the works do to the building: DDA in Emaar communities, Trakhees in Nakheel communities. Dubai Civil Defence joins where fire and life safety systems change. Completion closes each approval.

Developer NOC
Confirms the community allows the works, checked against its own rules. Everything after it assumes it.
Every scope · first - DDA · Trakhees
Authority permit
Covers what the works do to the building: layout, structure and services. The community decides which authority issues it.
By community - Dubai Civil Defence
Fire and life safety
Detection, suppression and escape. Joins the route only where the works change those systems.
Where fire and life safety systems change - Each approval, closed
Completion
Inspections and certificates close each approval against the work as it was built, before the villa is handed over.
Before handover
The order is not a preference. The authority reviews works the community has already agreed to, and Civil Defence reviews fire and life safety systems inside a layout that has already been accepted. Submitting out of order tends to mean submitting twice.
Terms used in this guide
- NOC. A no-objection certificate. Here, the master developer's written consent to the works.
- DDA. The Dubai Development Authority, which issues the Building Modification services in Emaar communities.
- Trakhees. The planning and development department of Ports, Customs and Free Zone Corporation (PCFC), which issues modification permits in Nakheel communities.
- BUA. Built-up area, in square feet. Extensions add to it, and some fees are charged on it.
- Completion certificate. The authority's sign-off that the works match the approved drawings.
Your community
Which route your community follows.
The community decides the route. Emaar communities, including Dubai Hills Estate, The Springs, The Meadows, Arabian Ranches and Emirates Hills, need the Emaar NOC, then the DDA permit. The Nakheel communities of Palm Jumeirah and Jumeirah Islands need the Nakheel NOC, then Trakhees. Al Barari needs its management NOC, then DDA. In some other areas, District One among them, the community NOC comes first and the permit is issued by Dubai Municipality.

Each community guide covers its own rules, documents and what is allowed. Where a community is not listed, the site survey confirms the route for the address.
The developer NOC is always the first step, and each developer publishes its own process. Emaar sets out its home modification route in its home modifications factsheet, and Emaar Community Management answers community questions on pages such as the Dubai Hills Estate home modifications FAQ. Nakheel's community rules handbook covers Palm Jumeirah and Jumeirah Islands and asks for an NOC for any works beyond maintenance and repair.
The community guides go further: villa types, what each developer allows, working hours and the documents each submission needs. Start with Dubai Hills, The Springs, Arabian Ranches, Palm Jumeirah or Jumeirah Islands.
Emaar and DDA
The Emaar route, step by step.
In Emaar communities the owner applies for the Emaar NOC on the community portal. The consultant then applies for DDA Building Modification – Design, and the contractor for the Building Modification – Permit and the ECM contractor entry permit. After the works, DDA Building Modification – Completion closes the file.

What Emaar asks for with the NOC
Emaar's factsheet lists the submission:
- The trade licence of the contractor or consultant, registered in Dubai.
- A detailed scope of works, with current photographs of the areas to be changed.
- Proposed floor plans, elevations, sections and detail sheets, where the works need them.
- 3D visualisations, where they help explain the change.
- A site or plot plan, where the works need one.
Emaar does not ask for an NOC for internal painting, furniture, electrical fixtures and regular maintenance, but the contractor still needs the ECM contractor entry permit to work in the community. DDA's building modification services apply to villas that already hold a building completion certificate.
Extensions in Emaar communities
Emaar approves extensions on application and assesses each one case by case, townhouses included. On Fajr's 2026 approval to extend a villa in The Springs, Emaar capped the extension at about 10% of the existing BUA, with other conditions attached. Emaar's 2022 factsheet listed townhouse extensions as restricted; the case-by-case review is the current position. Emirates Hills follows the same route as the other Emaar communities: the Emaar NOC, then DDA.
Nakheel and Trakhees
The Nakheel route, step by step.
In Palm Jumeirah and Jumeirah Islands the Nakheel NOC comes first, applied for on Nakheel Online Services. Trakhees, the planning and development department of PCFC, then issues the Modification Permit. After the works, Nakheel issues its Compliance Certificate and Trakhees issues the completion certificate that closes the job.

Nakheel NOC
Nakheel's rules ask for an NOC for any works beyond maintenance and repair, inside or out. Apply on Nakheel Online Services.
First - Trakhees (PCFC)
Modification Permit
Trakhees reviews the drawings Nakheel has approved against its own building code. No works start before it. Trakhees modifications.
Before works - Nakheel
Nakheel Compliance Certificate
Nakheel inspects the finished works against its NOC and issues the certificate Trakhees asks for at completion.
After the works - Trakhees (PCFC)

What Nakheel asks for
Nakheel's rules handbook asks for plans and specifications, with structural, mechanical, electrical and plumbing drawings and the materials specified. The NOC and approvals are displayed on site while the works run, and contractors enter only with documents issued by the community's managing agent.
Nakheel Online Services also offers a Villa Status Report, which checks a villa for unapproved items before an application. Extensions follow a longer Nakheel track, with a provisional approval and utility NOCs before the NOC itself. At completion, Trakhees asks for the Nakheel Compliance Certificate alongside its own inspection.
The Nakheel committee sets the extension fee case by case. From Fajr's 2026 applications, the estimate is around AED 2,800 per sq ft of added area in Jumeirah Islands and around AED 8,000 per sq ft on Palm Jumeirah; it varies by villa and is confirmed in writing before an extension is drawn in detail. We ran this route on our own Jumeirah Islands villa, Cluster 39, Villa 1, extended from four to five bedrooms.

First-hand figures. These come from applications Fajr Interiors made in 2026. Developers set extension fees case by case, so each is confirmed in writing at application.
Figures quoted elsewhere online often differ from these, and many carry no source or date. The first table lists only what the issuing body publishes, with the month it was published or read. The Emaar figures come from its 2022 factsheet; the DDA figures from its service pages, read on 30 Sep 2026.
The second table is first-hand. Extension fees are not in any current published schedule: Nakheel's committee sets them case by case, and older guideline rates no longer apply. We list what our own 2026 applications were charged or estimated, so you can budget with a recent figure and confirm it at application.
Authority and developer fees are a small part of a villa renovation budget. The villa renovation cost guide covers the rest.
Scope triggers
What your scope triggers: upgrade, remodel or extension.
The renovation type decides how much of the approvals path you walk. An upgrade of the finishes starts with the developer NOC. A remodel that replans the space and upgrades MEP usually brings in the DDA or Trakhees permit. An extension that adds GFA needs structural drawings and the permit. Civil Defence joins where fire and life safety systems change.
| Type | Developer NOC | DDA or Trakhees permit | Civil Defence |
|---|---|---|---|
| UpgradeStrip and uplift the finishes | Yes — first | Where the works go beyond finishes | Where fire and life safety systems change |
| RemodelReplan the space; upgrade all MEP and finishes | Yes — first | Usually — layout and services change | Where fire and life safety systems change |
| ExtensionAdd GFA to increase the built-up area | Yes — first | Yes — with structural drawings | Where fire and life safety systems change |
General level only. The route for a specific villa depends on its community and its drawings; the site survey confirms it.
The trigger is what the works do, not what they cost. A modest remodel that moves a wall and reroutes services can walk further down the path than an expensive upgrade that keeps every wall where it is. That is why the type is settled at the site survey, before a drawing is submitted.
Scope that grows after submission is the common problem. A finishes upgrade that becomes a kitchen move halfway through design changes what the submission has to show, and the approvals follow the new scope, not the old one. Deciding the type early is the cheapest way to keep the approvals inside the design stage. The types themselves are set out on the villa renovation in Dubai page.
The drawing set
The drawings each approval asks for.
Approvals are granted on drawings, so the drawing set decides how smoothly they run. Every submission starts from an as-built survey of the villa. Layout changes add proposed plans, services changes add MEP drawings, an extension adds structural drawings, and fire and life safety changes add drawings for Dubai Civil Defence.

02 · Layout

03 · Services

04 · Structure

05 · Fire
Fire and life safety

Where fire and life safety systems change
The NOC wait only runs in parallel if the drawings come in the right order.
Why it runs alongside
Why the NOC runs in parallel with design.
Design and approvals share one 8-week stage because the approvals only need the drawings that affect them. The as-built survey and proposed layout go to the developer while finishes, joinery and furniture are still being detailed, so the wait for the NOC runs alongside design work rather than after it.

Design development
Order and overlap shown, not per-authority durations — those vary by community and scope.
Run the other way, the same villa loses weeks. Design everything first and then submit, and the programme stops while the finished design waits for approval. Submit before the layout is settled, and a later change can mean submitting again.
What goes in first is deliberate: the survey and the layout, because the NOC is about what changes, not what it is finished in. Finishes, joinery and furniture rarely change a submission, so they are detailed while the developer reviews. By the time the specification is signed, the approvals are either issued or close to it, and the site opens against approved drawings. The full stage-by-stage programme is in the villa renovation timeline guide.
Who signs off
Who signs off, and whose licence is on the NOC.
Fajr Interiors is registered with Emaar, Nakheel, the Dubai Development Authority, Trakhees and Dubai Civil Defence, and holds trade licence 648890. Your NOC and permits should be lodged by a company accredited with your community, not borrowed from someone else's licence, so ask whose licence goes on the submission.

Emaar
Master developer. NOCs for Dubai Hills Estate, Arabian Ranches, The Springs and The Meadows.

Nakheel
Master developer. NOCs for Palm Jumeirah and Jumeirah Islands.

DDA
Building Modification Design, Permit and Completion in Emaar communities.

Trakhees
Modification Permit and completion certificate in Nakheel communities.

Dubai Civil Defence
Fire and life safety approvals, where those systems change.
Fajr prepares the drawing set, lodges the NOC and follows it up until it is issued, then carries the same drawings into the DDA or Trakhees permit and, where the scope needs it, Dubai Civil Defence. Ask any contractor the same question: whose licence goes on the submission for my community?
